On or about January 14, 2009, Appellants discovered key evidence in the FBI Manual of Investigative and Operational Guidelines (MIOG) that tied together a criminal conspiracy involving the FBI to deprive victims of their civil rights "under color of law."

Based on the new evidence the Appellants Submitted a supplement to the US Court of Appeals consisting of Documents 45-1 to 45-6 on January 29, 2009:

12-07-2010:  HORRY COUNTY, SOUTH CAROLINA --- CORRUPTION QUESTIONS:

    Why do Horry County Solicitor Gregg Hembree and Assistant Supervising Solicitor (hereinafter "ASS") Fran Humphries continue to support through ignoring the alleged coordinated fraudulent activities of Ancil Bernard Garvin, Rufus Harris, Duwayne Woods, Dickie Way, Convicted Felon Harold S. Hartness and others by not carrying out a proper investigation of the millions of investor dollars that disappeared in the "Bahama Island Resort and Marina" embezzlement case and the millions of investor dollars that also vanished in the "Southern Holdings, Inc.," case.  

    Gregg Hembree's office did release a statement in the Southern Holdings' case that after a through investigation by ASS Fran Humphries it was found the stop at gunpoint, the use of deadly force and subsequent torture of the CEO by the Horry County Police and others was not improper as it occurred before Judge Floyd ruled that the warrant was baseless and should have never been issued.  However, without the use of a time machine how would this finding be valid when Judge Floyd dismissed the warrant on July 10, 2000, and the stop at gunpoint and alleged torture occurred on August 6, 2000.  

    Why did Gregg Hembree subsequently block the arrest of Garvin recommended by Horry County Police Detective after a proper investigation for Grand theft?  Perhaps the investors in the Bahama Island Resort could have avoided ending up like the Southern Holdings, Inc. investors if the recommended arrest was made.  While Garvin and his cronies allegedly enjoy the fruits of their ill gotten gains through either the complicacy or incompetence of the office of the Horry County Solicitor under Gregg Hembree and company.

Perhaps it is because Garvin has information regarding corruption involving Horry County Officials and law enforcement officers.  These alleged acts include:
